THE National Police Commission (Napolcom) has initiated an immediate and full-scale investigation into the alleged robbery-rape incident in Bacoor, Cavite involving fourteen members of the Philippine National Police Drug Enforcement Group–Special Operations Unit (PDEG-SOU) 4A.
Eight of the officers have already been arrested, while six remain at large.
Napolcom chief Commissioner Ralph Calinisan confrmed that a four-man investigative team has been deployed to Bacoor City to independently assess the circumstances and establish administrative liability.
The Commission is now coordinating closely with police units on-site to secure all necessary documents, evidence, and statements to expedite the fact-finding process.
“We moved without delay. Even before the full details were released publicly, Napolcom already deployed investigators to ensure that an impartial and thorough probe is conducted. We will not allow even a single day of inaction when the integrity of the police service is at stake,” Calinisan said.
The Napolcom head condemned the incident, calling the alleged acts “reprehensible, unacceptable, and a betrayal of public trust.” He also emphasized that Napolcom’s role is to guarantee accountability and uphold the standards expected of the police.
“Hindi tayo papayag, hindi kailanman, na ang kapulisan ay masangkot sa pang-iipit ng droga, pagnanakaw, at lalo na sa panghahalay,” Calinisan stressed.
“Mananagot ang dapat managot. Titiyakin ng Napolcom na hindi ito malalampasan ng mga sangkot. Kasuklam-suklam ang ginawa nila, at sisiguraduhin nating tatamaan ang dapat tamaan,” he said.
Based on initial reports received by the Commission, Napolcom noted that the alleged operation conducted by the officers had no coordination, no documented authorization, and no record of any legitimate police activity at the time, factors that further raise serious administrative and operational concerns.
As part of its mandate, Napolcom is now preparing to file administrative charges should the ongoing investigation establish probable cause. These may include grave misconduct and conduct unbecoming of a police officer, which carry severe penalties, including dismissal from the service.
Napolcom commended the swift action of the Bacoor City Police, Regional Intelligence Division, Regional Headquarters Support Unit, and Regional Mobile Force Battalion, whose coordinated follow-up operation led to the arrest of the eight rogue officers and the recovery of the stolen items.
“The public deserves a police force they can trust. We will not allow the actions of a few to tarnish the dedication of the many good, honest, and hardworking police officers,” Calinisan said.
The Commission confirms that the victim will personally file her complaint at the Napolcom office on Tuesday, November 25, allowing the administrative proceedings to formally move forward.
