{"id":10722,"date":"2024-12-18T00:42:32","date_gmt":"2024-12-17T16:42:32","guid":{"rendered":"https:\/\/journaldailynewsonline.com.ph\/?p=10722"},"modified":"2024-12-18T00:42:33","modified_gmt":"2024-12-17T16:42:33","slug":"house-okays-bill-postponing-barmm-polls","status":"publish","type":"post","link":"https:\/\/journaldailynewsonline.com.ph\/index.php\/2024\/12\/18\/house-okays-bill-postponing-barmm-polls\/","title":{"rendered":"HOUSE OKAYS BILL POSTPONING BARMM POLLS"},"content":{"rendered":"<p><!-- wp:paragraph --><\/p>\n<p><strong>THE House of Representatives on Tuesday approved on third and final reading a bill postponing the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from May 12 next year to May 11, 2026.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>House Bill (HB) 11144 was approved after 198 lawmakers present voted in favor, with four against and no abstentions.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Speaker Ferdinand Martin G. Romualdez, the bill\u2019s principal author, said the one-year postponement \u201cwould allow for more time for the promotion of broader participation from political parties and the electorate, and enhance their understanding of new electoral processes.\u201d<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>It would also give the concerned authorities the chance to resolve emerging issues arising from the final decision of the Supreme Court (SC) excluding the province of Sulu from BARMM, Speaker Romualdez said.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The leader of the 300-plus-strong House said such decision has implications on the composition of the parliament of the autonomous region.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The postponement was also in response to the clamor of stakeholders, he added.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Under HB 11144, the first regular election in BARMM would be held on the second Monday of May 2026 and every three years thereafter. Upon the effectivity of the postponement law, the term of office of the present members of the BARMM Transition Authority (BTA) shall be deemed expired.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>President Ferdinand R. Marcos Jr. shall then appoint 80 BTA members who shall serve until their successors shall have been elected and qualified.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The BARMM government shall disburse the share of the province of Sulu from the annual block grant from the national government for its programs in 2025.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The Commission on Elections (Comelec), through the Bangsamoro Electoral Office, shall promulgate rules and regulations for the conduct of the elections, and enforce and administer them pursuant to national laws, the BARMM organic law and the Bangsamoro Electoral Code.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The proposed postponement law shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>A counterpart bill that seeks to reset the BARMM elections also to May 11, 2026 has been introduced in the Senate by Senate President Francis \u201cChiz\u201d Escudero.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>If the regional polls are postponed, it would be the second deferment since May 2022, when the first regular elections in the autonomous region were originally scheduled to be held.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Speaker Romualdez\u2019s co-authors of HB &nbsp;11144 are Senior Deputy Speaker and Pampanga 3rd district Rep. Aurelio Gonzales Jr., Majority Leader Manuel Jose Dalipe, Senior Deputy Majority Leader and Ilocos Norte Rep. Ferdinand Alexander A. Marcos, Deputy Speaker Yasser Alonto Balindong, Reps. Yedda K.
