Marcos Jr. on Monday called on new Philippine National Police (PNP) chief Gen. Nicolas Torre III to lead efforts to restore the trust of the people in the police force and improve its service to the public.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cYour leadership will help define what kind of police force we continue to build: one that acts with precision, responds with compassion, and stands as a pillar of accountability,\u201d President Marcos told the new PNP chief during the change of command ceremony at Camp Crame.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Torre succeeded Gen. Rommel Marbil, who bowed out of police service after a four-month term extension.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Marbil reached the mandatory retirement age of 56 on February 7, 2025, but President Marcos extended his service until last Sunday.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Marbil, a member of the Philippine Military Academy\u2019s Sambisig Class of 1991, served as the 30th PNP chief from April 1, 2024, to June 1, 2025.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cYour assumption of command comes at a time that calls for clarity, for courage, and for conviction. These challenges that we face are evolving\u2014we have transnational crimes, cyber threats, extremist violence, and even police misconduct,\u201d the President said.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cAt the same time, the opportunities to earn trust and improve public service have never been more reachable,\u201d President Marcos said.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Amid the glitz and glamor at the turnover ceremony, applause and cheers were given to Torre by men and women in gala uniforms and guests in formal attire.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>But one group seemed to applaud Torre more heartily and the loudest, despite being a small number \u2014 they were Torre\u2019s own personnel at the PNP Criminal Investigation and Detection Group (CIDG). Torre was the CIDG chief before his appointment as the top cop.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Sporting their simple gray barongs, the handful of CIDG personnel came to support their boss as he took over a higher assignment \u2014 leading the 220,000-strong police force.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cMasaya po kami, kasi nakita namin siya mismo magtrabaho. Napaka-hands on niya at hindi titigil \u2018yan si sir hanggang hindi natatapos,\u201d one CIDG police officer told the Presidential News Desk.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cWe were not expecting (Torre to be chosen as PNP chief), but hoping, kasi nakikita nga namin yung trabaho ni sir,\u201d the officer added.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cHindi pa natin masabi kung maiiwan nga kami, kasi puwede rin kaming dalhin ni sir (to the Office of the PNP chief),\u201d another officer said.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>FIRST PNPA ALUMNUS TO BECOME PH\u2019S TOP COP<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>A graduate of the Philippine National Police Academy (PNPA) Tagapaglunsad Class of 1993, the 55-year-old Torre\u2014who hails from Jolo, Sulu\u2014is the first PNPA alumnus to become PNP chief.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>In his assumption speech, Torre introduced three leadership pillars, which include swift and responsive public service.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>His other leadership pillars are fostering unity and morale within the ranks, and promoting accountability and modernization<\/strong>.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Torre committed to institutionalizing the 3-minute police response time in major urban centers nationwide, a program he first implemented as director of the Quezon City Police District.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>\u201cWe will be present. Makikita niyo kami sa lansangan, sa komunidad, sa palengke, at sa bawat lugar na kinakailangan ng aming presensya para magbigay ng kapanatagan ng kalooban,\u201d Torre said.<\/strong><strong><\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The new PNP chief also vowed that under his leadership, the law will be fair, the service will be fast, and the police force will be worthy of the people\u2019s trust.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n","protected":false},"excerpt":{"rendered":"<p>PRESIDENT Ferdinand R.
