{"id":17601,"date":"2025-11-24T23:12:09","date_gmt":"2025-11-24T15:12:09","guid":{"rendered":"https:\/\/journaldailynewsonline.com.ph\/?p=17601"},"modified":"2025-11-24T23:18:59","modified_gmt":"2025-11-24T15:18:59","slug":"napolcom-launches-probe-into-alleged-robbery-rape-incident-involving-cops-in-cavite-vows-accountability","status":"publish","type":"post","link":"https:\/\/journaldailynewsonline.com.ph\/index.php\/2025\/11\/24\/napolcom-launches-probe-into-alleged-robbery-rape-incident-involving-cops-in-cavite-vows-accountability\/","title":{"rendered":"NAPOLCOM LAUNCHES PROBE INTO ALLEGED ROBBERY-RAPE INCIDENT INVOLVING COPS IN CAVITE; VOWS ACCOUNTABILITY"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><strong>THE National Police Commission (Napolcom) has initiated an immediate and full-scale investigation into the alleged robbery-rape incident in Bacoor, Cavite involving fourteen members of the Philippine National Police Drug Enforcement Group\u2013Special Operations Unit (PDEG-SOU) 4A. <\/strong><\/p>\n<p><strong>Eight of the officers have already been arrested, while six remain at large.<\/strong><\/p>\n<p><strong>Napolcom chief Commissioner Ralph Calinisan confrmed that a four-man investigative team has been deployed to Bacoor City to independently assess the circumstances and establish administrative liability. <\/strong><\/p>\n<p><strong>The Commission is now coordinating closely with police units on-site to secure all necessary documents, evidence, and statements to expedite the fact-finding process.<\/strong><\/p>\n<p><strong>\u201cWe moved without delay. Even before the full details were released publicly, Napolcom already deployed investigators to ensure that an impartial and thorough probe is conducted. We will not allow even a single day of inaction when the integrity of the police service is at stake,\u201d Calinisan said.<\/strong><\/p>\n<p><strong>The Napolcom head condemned the incident, calling the alleged acts \u201creprehensible, unacceptable, and a betrayal of public trust.\u201d He also emphasized that Napolcom\u2019s role is to guarantee accountability and uphold the standards expected of the police.<\/strong><\/p>\n<p><strong>\u201cHindi tayo papayag, hindi kailanman, na ang kapulisan ay masangkot sa pang-iipit ng droga, pagnanakaw, at lalo na sa panghahalay,\u201d Calinisan stressed.<\/strong><\/p>\n<p><strong>\u201cMananagot ang dapat managot. Titiyakin ng Napolcom \u00a0na hindi ito malalampasan ng mga sangkot. Kasuklam-suklam ang ginawa nila, at sisiguraduhin nating tatamaan ang dapat tamaan,\u201d he said.<\/strong><\/p>\n<p><strong>Based on initial reports received by the Commission, Napolcom noted that the alleged operation conducted by the officers had no coordination, no documented authorization, and no record of any legitimate police activity at the time, factors that further raise serious administrative and operational concerns.<\/strong><\/p>\n<p><strong>As part of its mandate, Napolcom is now preparing to file administrative charges should the ongoing investigation establish probable cause. These may include grave misconduct and conduct unbecoming of a police officer, which carry severe penalties, including dismissal from the service.<\/strong><\/p>\n<p><strong>Napolcom commended the swift action of the Bacoor City Police, Regional Intelligence Division, Regional Headquarters Support Unit, and Regional Mobile Force Battalion, whose coordinated follow-up operation led to the arrest of the eight rogue officers and the recovery of the stolen items.<\/strong><\/p>\n<p><strong>\u201cThe public deserves a police force they can trust. We will not allow the actions of a few to tarnish the dedication of the many good, honest, and hardworking police officers,\u201d Calinisan said.<\/strong><\/p>\n<p><strong>The Commission confirms that the victim will personally file her complaint at the Napolcom office on Tuesday, \u00a0November 25, allowing the administrative proceedings to formally move forward. <\/strong><\/p>\n<p><strong>15 PDEG COPS SACKED<\/strong><\/p>\n<p><strong>Fifteen officers and men of the PNP Drug Enforcement Group\u2019s office in Calabarzon region were relieved from their posts over robbery and rape charges hurled by a Grade 9 student they arrested in a sting.<\/strong><\/p>\n<p><strong>PNP-DEG director Brig. Gen. Elmer E. Ragay said he ordered the administrative relief of the DEG Special Operations Unit 4-A chief and 14 of his personnel led by a lieutenant in the aftermath of the accusations.<\/strong><\/p>\n<p><strong>Eight personnel of the DEG SOU4-A were arrested and are set to be inquested before a local prosecutor\u2019s office Monday.<\/strong><\/p>\n<p><strong>Six others remain at-large.<\/strong><\/p>\n<p><strong>Ragay said that after being informed of the incident, he immediately contacted the head of the SOU 4-A who was not around during the operation and was in Tuguegarao City.<\/strong><\/p>\n<p><strong>\u201cAs a result, I have relieved the commander of the unit and 14 of his personnel. All of them are now under the Administrative Holding Unit of the PDEG pending the filing of administrative charges against them in coordination with the PNP Directorate for Investigation and Detective Management. I assure you that\u00a0 we won\u2019t tolerate any misdeeds, we have a zero tolerance policy and justice will be served to the complainant,\u201d the official said.<\/strong><\/p>\n<p><strong>A<\/strong><strong>\u00a0report submitted to Police Regional Office 4A Regional Director Brig. Gen.
