DEPARTMENT of the Interior and Local Government (DILG) Secretary Jonvic Remulla, in coordination with the Philippine National Police (PNP), has launched the Safer Metro Manila Plan,\u00a0targeting drinking in public, curfew violations, and other community ordinances.<\/strong><\/p>\n

The initiative is in line with the directive of President Ferdinand R. Marcos Jr. to intensify law enforcement efforts not only to reduce crime, but to ensure that Filipinos feel safe in their daily lives.<\/strong><\/p>\n

Remulla said that under the Anti-Public Intoxication Act, drinking in streets and other public areas are prohibited.<\/strong><\/p>\n

“Bawal na ang mag-inom sa kalye. Bawal na ang maglatag ng mga silya at mga lamesa sa mga kalye at mag-inuman. Doon na nanggagaling number one ang away, number two ang sexual harassment,” he said.<\/strong><\/p>\n

He warned that violators will be apprehended.<\/strong><\/p>\n

Remulla also said that videoke singing beyond 10 p.m. is prohibited, except for special events with barangay permits.\u00a0<\/strong><\/p>\n

“‘Pag alas-10 \u00a0ng gabi, nagvi-videoke pa kayo o kapitbahay ninyo nagvi-videoke, tumawag na kayo sa 911. At pupuntahan po ng pulis ‘yan at papatigilin,” Remulla said.\u00a0<\/strong><\/p>\n

“Maliban, ibigay natin ng exception. Kung fiesta, may barangay permit, nagkakasiyahan doon, baka pwede pa. Pero, kung araw-araw lang, maawa na kayo sa mga kapitbahay niyo,” he added.\u00a0<\/strong><\/p>\n

Remulla also reminded men that walking shirtless in public is not allowed, even during hot weather.\u00a0<\/strong><\/p>\n

He described this as an act of civility, urging residents to dress appropriately when in public spaces.<\/strong><\/p>\n

The DILG chief also reiterated the enhanced curfew rules for minors and unsupervised individuals.<\/strong><\/p>\n

Under the plan, police presence will be significantly increased in high-density and high-risk areas, including schools, transport hubs, and major commercial zones.<\/strong><\/p>\n

\u201cNakikita po natin na mayorya ng krimen na nakikita natin ay sa mga urban areas. So, it\u2019s time to make the people feel safer about where they live,\u201d Remulla said.<\/strong><\/p>\n

The DILG chief explained that the Safer Cities approach builds on gains in crime reduction while shifting focus to visibility and public confidence.<\/strong><\/p>\n

\u201cKung titignan mo, since 2016 hanggang ngayon, there\u2019s been a 60% reduction in crime. The difference now, kailangang maramdaman ng mga tao na ginagawa namin ito,\u201d he stressed.<\/strong><\/p>\n

\u201cTandaan nyo, they trust the police, mataas ang performance rating, pero ang no.1 issue nila is criminality. Kasi hindi nila nararamdaman masyado \u2018yung presence even if the police are doing their job,\u201d he added.<\/strong><\/p>\n

As part of the intensified campaign, the PNP will strictly enforce ordinances against public intoxication, indecent exposure and nudity, loitering, and videoke operations beyond 10 p.m. while strengthening joint police-barangay patrols and coordination with local governments and law enforcement partners to sustain visibility and response on the ground.<\/strong><\/p>\n

Remulla said the initiative will begin with a pilot rollout across Metro Manila this month before expanding to other major urban centers nationwide.<\/strong><\/p>\n

\u201cInitially, dito po sa Metro Manila mag-uumpisa \u2018yan. But, eventually, lilipat po sa lahat ng major urban centers sa buong Pilipinas,\u201d he emphasized.<\/strong><\/p>\n

\u201cTrial ito, this month Metro Manila, susunod to sa Cebu, Baguio, Bacolod, lahat po ng mga lugar na iyan. We will make the Philippines safer. Makakaasa po kayo na ang krimen bababa,\u201d the SILG added.<\/strong><\/p>\n
