THE two-day Senate impasse ended on Wednesday when Sen. Francis \u201cChiz\u201d Escudero arrived at the plenary completing the required quorum of 12 senators.<\/strong><\/p>\n Escudero\u2019s arrival broke the two-day deadlock, allowing the chamber to resume operations.<\/strong><\/p>\n Members of the minority bloc were surprised with the arrival of the veteran senator from Bicol , a member of the majority.<\/strong><\/p>\n Escudero\u2019s arrival was met with applause from the gallery of the session hall and from some of the senators at the plenary.<\/strong><\/p>\n The Bicolano senator entered the session hall around 3 p.m. Wednesday. joining the 11 members of the minority group, who had arrived ahead of him.\u00a0<\/strong><\/p>\n With the 12 senators present, a<\/b>\u00a0roll call was made, quorum was declared and all chamber positions were declared vacant, clearing the way for a reorganization of the Senate leadership.<\/strong><\/p>\n Escudero, in a statement said, the<\/strong>\u00a0impasse\u00a0in\u00a0the\u00a0Senate\u00a0is\u00a0untenable\u00a0and\u00a0unacceptable.<\/strong><\/p>\n He said political\u00a0divisions\u00a0become\u00a0too\u00a0extreme\u00a0and\u00a0obstruct their mandate.<\/strong><\/p>\n \u201cWe must all have the courage to pause, gain perspective, reflect, consider and realize that we should put the Senate, as the institution that we serve, above ourselves,\u201d Escudero said.<\/strong><\/p>\n \u201cThis is not a political contest. I am not taking sides. I am taking a stand for the Senate. My allegiance is not to any faction, personality, group or alliance. This is not about loyalty, betrayal, or choosing one group over the other\u2014this is about duty,\u201d he added.<\/strong><\/p>\n \u201cIto ang dahilan ng aking pasya ngayong araw na ito.
