THE Department of Justice is set to continue its annual program on recommending persons deprived of liberty (PDLs) to Malaca\u00f1ang as possible beneficiaries of the presidential grant of pardon and executive clemency.<\/p>\n

DOJ Assistant Secretary and Spokesperson Mico Clavano on Friday said that this is part of the agency\u2019s jail decongestion efforts.<\/p>\n
<\/p>\n
<\/p>\n
Although Clavano has not cited a specific number of PDLs to be recommended, the DOJ expects it to be \u201cclose to 1,000.\u201d<\/p>\n
<\/p>\n
<\/p>\n
\u201cAng ginawa po ni Secretary on the President\u2019s birthday and on Christmas, mayroon po tayong binibigay na listahan sa PPA (Parole and Probation Administration); and then eventually, aakyat po \u2018yan sa Executive Secretary\u201d he said during a Palace press briefing.<\/p>\n

\u201cLast year, it was close to one thousand. So, we\u2019re expecting a similar (number) this year,\u201d he said.<\/p>\n

Among those qualified for the amnesty program include elderlies and persons with disabilities, Clavano clarified.<\/p>\n
<\/p>\n
<\/p>\n
He also mentioned the parallel effort to decongest the court dockets by promulgating rules on custodial hearings and requiring bail.<\/p>\n
<\/p>\n
<\/p>\n
The DOJ spokesperson highlighted the National Justice Information System as the agency\u2019s support on digitalization that further increases the effectivity and efficiency of courts to resolve cases.<\/p>\n

<\/p>\n
\u201cThis is a program that is led by the Supreme Court. They will be promulgating rules on custodial hearings and requiring bail \u2013 so, that\u2019s one way to decongest the jails,\u201d Clavano said.<\/p>\n
