Amado Mendoza reported to Police Regional Office 3 director Brig. Gen. Jose Hidalgo Jr. that the fatality was American Ray Richard Fleming, 62, of Sta. Maria 1, Balibago, Angeles City.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Police were told that Fleming&#8217;s friend, Thomas David Moche, 76,&nbsp; asked landlady Maxima Quirante, 66, if they could check on the victim&#8217;s apartment since the victim was not answering his phone calls.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Upon entering the apartment, they saw the lifeless and &nbsp;naked body of&nbsp; Fleming inside the comfort room.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The friend immediately sought police\u2019 help.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Based on the initial assessment of the Scene of the Crime Office (SOCO) team led by Capt.
