San Joaquin Norte in Agoo town.<\/strong><strong><\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Based on a CCTV footage, Balarbar\u2019s vehicle&nbsp;&nbsp;encroached the opposite lane and struck into an incoming <\/strong><strong>passenger bus, which was heading towards Baguio City.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Witnesses rushed the Comelec official to the nearest hospital for treatment.<\/strong><strong><\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Balarbar\u2019s wife, attorney Jennifer Balarbar, told a television interview that the Comelec official was on his way to attend a meeting when the incident happened.<\/strong><strong><\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>&#8220;He came from Cebu, kasi may conference sila roon. From Cebu, kinabukasan may meeting sila, so wala talaga siyang tulog and at that time nagkataon, \u2018yung dalawang drivers na nag-aalternate parehong may sakit.
