THE Bureau of Jail Management and Penology\u2019s (BJMP) Programs on Awards and Incentives for Service Excellence or PRAISE committee has chosen Supt. Xavier Solda of Zamboanga City Jail Male Dormitory as the best warden of the year.<\/strong><\/p>\n <\/p>\n <\/p>\n Solda\u2019s significant accomplishment was among the highlights during the BJMP\u2019s 33rd<\/sup> Anniversary held Monday at the Tejeros Hall in Camp Aguinaldo, Quezon City.<\/strong><\/p>\n <\/p>\n <\/p>\n The reforms he introduced in the facility greatly improved the lives of persons deprived of liberty (PDLs).<\/strong><\/p>\n <\/p>\n <\/p>\n Under Solda’s leadership at Zamboanga City Jail, an impressive 1,440 PDLs \u2013 equivalent to freeing up 14 jail cells based on the current PDL population rate \u2013 have been released within a span of just 16 months.<\/strong><\/p>\n <\/p>\n <\/p>\n This achievement has led to a notable decongestion of the heavily overcrowded facility.<\/strong><\/p>\n <\/p>\n <\/p>\n Solda also established the BJMP\u2019s first physiotherapy services clinic for PDLs suffering from stroke, as well as Madrasah Al Ertiqa, the jail bureau\u2019s inaugural Islamic school.<\/strong><\/p>\n <\/p>\n <\/p>\n Driven by the challenging circumstances faced by PDLs, Solda spearheaded the development of the BJMP\u2019s first Digital Transparency Board.
