Gen. Jose Hidalgo Jr., Pampanga police chief Col. Jay Damaandal&nbsp; identified the&nbsp;&nbsp;victim &nbsp;as &nbsp;Norberto Lumbang also known to his constituents as \u201cMel Lumbang,\u201d 57, &nbsp;chairman of Bgy. Laquios in Arayat, Pampanga.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>A concerned citizen informed the Arayat police about the shooting incident.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Initial probe showed the victim was inside &nbsp;the barangay hall in Bgy. Laquios when four &nbsp;suspects in a black Toyota Innova &nbsp;with plate no.&nbsp;&nbsp;NAU-2713 arrived.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Three of the suspects alighted from the &nbsp;vehicle and one of them, who was armed with a long firearm, entered the barangay hall and shot the victim, killing him on the spot.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The suspects fled after the shooting.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>The Arayat police immediately requested a flash alarm for a dragnet operation to arrest the suspects.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n","protected":false},"excerpt":{"rendered":"<p>BY KEVIN GALANG CAR-RIDING assassins on Sunday shot dead a barangay chairman inside a village hall in Arayat, Pampanga.
