THE Land Transportation Office (LTO) has summoned the registered owner of a motorcycle that went viral after it was seen parked in the middle of a busy road in Antipolo City.
LTO chief, Assistant Secretary attorney Vigor D. Mendoza said he himself was surprised that a motorcycle rider would have the guts to do so at the expense of other motorists travelling on the same road.
“Talagang mapapailing ka na lang na may mga motoristang ganito ang asal sa kalsada. Subalit gusto din nating pakinggan ang kanyang panig dahil may karapatan siya for due process,” said Mendoza.
“But what I can assure the angry netizens is that if we are not convinced by the reason cited by whoever parked that motorcycle in the middle road, napakalaki ng magiging problema niya sa LTO,” he added.
Mendoza said the first step they took was to issue a Show Cause Order (SCO) against the registered owner of the motorcycle based on the information obtained from the viral video.
He said the investigation also seeks to establish whether or not it was the registered owner of the motorcycle who parked it in the middle of the road.
In the SCO signed by LTO-Intelligence and Investigation Division (IID) chief Renante Melitante, the owner, who lives in Bgy. San Roque in Antipolo City, was asked to appear at the LTO Central Office in Quezon City on March 24.
“You are asked to show cause in writing why you should not be administratively charged for Obstruction of Traffic (Sec. 54 of R.A. No. 4136) in connection with the above incident and why your driver’s license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle (Sec. 27 of R.A. No. 4136),” the SCO read.
“Failure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” it added.
Amid the ongoing investigation, Mendoza said the Yamaha motorcycle is placed on alarm.
