CAMP OLIVAS, City of San Fernando, Pampanga — The Police Regional Office 3 (PRO3) has conducted a regionwide accounting of its men under “Oplan Disiplina” drive.
The move was part of the nationwide Philippine National Police’ “Oplan Disiplina: National Accounting of Personnel” campaign aimed at strengthening internal discipline, accountability, and personnel readiness.
The synchronized accounting was led at the regional level by Regional Personnel and Records Management Division (RPRMD) chief Fe Grenas under the supervision of Col. Rommel Batangan, deputy regional director for administration.
Inspection teams from the Directorate for Logistics (DL) headed by Brig. Gen. Jaime B. Cadatal were deployed to conduct presence validation, uniform and equipment inspection, and administrative compliance checks.
Nine teams, each composed of 20 members, conducted the inspection at the regional headquarters, national support units, provincial offices, and municipal and city police stations throughout the region.
PRO3 director Brig. Gen. Ponce Rogelio I. Peñones Jr. emphasized that “Oplan Disiplina” plays a vital role in strengthening professionalism and internal governance within the police organization.
“Disiplina ang haligi ng isang matatag at maaasahang organisasyon. Through ‘Oplan Disiplina,’ we ensure that every member of PRO3 is present, prepared, and performing their duties in accordance with PNP standards, said Peñones.
“Ito ang konkretong pagpapatupad ng ating 3Ps — Protect the People, Pursue Peace and Order, and Promote Professionalism,” he added.
Peñones said the initiative is aligned with the PNP Focused Agenda of acting PNP chief Lt. Gen. Jose Melencio C. Nartatez Jr., which underscores integrity, personnel accountability, and enhanced operational readiness.
The Central Luzon top cop lauded the RPRMD and the Directorate for Logistics inspection teams for the orderly and systematic conduct of the activity, noting that programs such as “Oplan Disiplina” reinforce PRO3’s commitment to a disciplined, service-oriented, and values-driven police force.
According to Peñones, the PRO3 will continue implementing internal governance measures to ensure its personnel remain prepared to serve the people of Central Luzon with integrity and dedication.
