THE Police Regional Office 3 (PRO3) has reiterated its strict anti-hazing policy emphasizing that no such cases have been recorded within its jurisdiction in Central Luzon,
PRO3 director Brig. Gen. Jess Mendez issued the statement following reports of alleged hazing incidents at the Philippine National Police Academy (PNPA).
Mendez assured the public that its Regional Training Center 3 and all affiliated units remain free from hazing and any form of maltreatment.
“Sa PRO3, malinaw ang aming paninindigan—zero tolerance. Walang puwang ang anumang uri ng pananakit o pang-aabuso sa aming hanay, lalo na sa training,” Mendez said.
“I assure the public that our Regional Training Center 3 remains free from hazing. Mahigpit naming ipinatutupad ang batas, lalo na ang Republic Act No. 11053, at sinisiguro naming ang bawat trainee ay hinuhubog sa disiplina, respeto, at tamang pamantayan,” he added.
The official said training programs in the region are conducted under professional standards that uphold discipline through lawful, humane, and values-based instruction.
Mendez underscored the office’s firm position against hazing, warning that any violation would be dealt with swiftly and decisively.
He said all training activities under PRO3 are closely monitored and are in full compliance with Republic Act No. 11053, which strictly prohibits hazing and imposes penalties on those involved.
Amid public concern, PRO3 highlighted the safeguards in place at RTC3, including continuous supervision by training officers, established reporting mechanisms, and clear accountability systems for both instructors and trainees.
Mendez emphasized that the quality of police training directly reflects the kind of service delivered to the public.
“Our goal is to develop police officers through discipline, mentorship, and lawful training—not fear or harm,” he said.
The regional office also called on all police units and training institutions to remain vigilant and proactive in preventing abuse, promoting a culture rooted in professionalism, dignity, and respect.
Aligned with the leadership of PNP chief Gen. Jose Melencio C. Nartatez Jr., the PRO3 reaffirmed its commitment to maintaining high standards of training and accountability, ensuring that every police officer it produces embodies integrity, competence, and dedication to public service.
