THE Bureau of Jail Management and Penology’s (BJMP) Programs on Awards and Incentives for Service Excellence or PRAISE committee has chosen Supt. Xavier Solda of Zamboanga City Jail Male Dormitory as the best warden of the year.
Solda’s significant accomplishment was among the highlights during the BJMP’s 33rd Anniversary held Monday at the Tejeros Hall in Camp Aguinaldo, Quezon City.
The reforms he introduced in the facility greatly improved the lives of persons deprived of liberty (PDLs).
Under Solda’s leadership at Zamboanga City Jail, an impressive 1,440 PDLs – equivalent to freeing up 14 jail cells based on the current PDL population rate – have been released within a span of just 16 months.
This achievement has led to a notable decongestion of the heavily overcrowded facility.
Solda also established the BJMP’s first physiotherapy services clinic for PDLs suffering from stroke, as well as Madrasah Al Ertiqa, the jail bureau’s inaugural Islamic school.
Driven by the challenging circumstances faced by PDLs, Solda spearheaded the development of the BJMP’s first Digital Transparency Board. This resource contains case information and updates that PDL can readily access at any time.
Solda underscored that the recognition is a testament to the collaborative efforts of him and his personnel in ensuring the safety, welfare, and rehabilitation of PDLs.
“Our unit is dedicated to providing the highest level of service to the PDL under our care,” Solda said.
“Their dignity and human rights are our foremost concern,” he added.
In previous statements, BJMP chief Jail Director Ruel Rivera commended the leadership at Zamboanga City Jail Male Dormitory for implementing a range of jail management reforms, demonstrating the Bureau’s commitment to comprehensive rehabilitation within the jail facilities.
Rivera also stressed the importance of continuously enhancing the delivery of services to the Bureau’s clientele.
