AGENTS the Philippine National Police Intelligence Group (PNP-IG) captured in Nueva Ecija a wanted hired gun allegedly working for dismissed Negros Oriental 3rd District Rep. Arnolfo “Arnie” Teves.
Suspect Richard N. Quadra, a 45-year-old native of Sta. Catalina, Negros Oriental, was tracked down in his hiding place in Bgy. Santa Catalina, Talugtug, Nueva Ecija.
Members of the PNP-IG Regional Intelligence Units 3 and 7 and the IG Counter-Intelligence Division, with the help of officers from the Nueva Ecija Police Provincial Office, the Talugtug Municipal Police Station, and the Army’s 91st Infantry Battalion, made the arrest.
Records showed Quadra is the subject of a non-bailable warrant of arrest for murder issued by Judge Amelia Lourdes Mendoza of the Dumaguete City Regional Trial Court on July 30, 2021.
Seized from the suspect was an unlicensed Smith & Wesson pistol with magazine containing 14 live ammunition.
PNP-IG chief Col. Romeo J. Macapaz said an intelligence operation by the Negros Oriental Provincial Intelligence Team under the Regional Intelligence Unit 7 to the Regional Intelligence Unit 3 led to the arrest of the suspect.
The captured suspect is said to have been involved in gun-for-hire activities in Negros Oriental, including the assassination of some elected government officials during the past few years.
He is also believed to be a member of the Miranda Criminal Group said to be involved in the gruesome killing of Negros Oriental Gov. Roel R. Degamo and nine others inside the governor’s compound in Pamplona municipality last March 4.
The arrested suspect is now detained at the Talugtug Municipal Police Station jail facility.
