CAMP OLIVAS, City of San Fernando, Pampanga – Officials of the Police Regional Office 3 (PRO3) underwent a surprise drug test during a command conference led by PRO3 director Brig. Gen. Jean S. Fajardo held recently in this camp.
The surprise drug test was in support of President Ferdinand R. Marcos Jr.’s directive for a more responsive, disciplined, and humane police service

The conference, attended by PRO3’s command group, regional staff, provincial and city directors, chiefs of police, mobile force commanders, and other officials, highlights the surprise drug test as part of the PNP’s intensified campaign against illegal drugs and to ensure that police leaders are clean and not involved in drug use.
In her message, Fajardo pointed out the key directives of the new PNP chief Gen. Nicolas D. Torre III, focusing on three pillars — responsive public service, unity and high morale within the police force, and intensified modernization.
Fajardo emphasized the importance of stronger police presence in communities through fixed visibility points, checkpoints, and chokepoints to maintain peace and order.
The Central Luzon top cop directed all police stations to upgrade and strengthen their radio communication systems and conduct regular equipment checks to ensure readiness in any situation.
She promoted the PNP chief’s directive on implementing an eight-hour duty policy with three shift schedules to protect the health, vitality, and efficient performance of police duties.
“We must unite to maintain discipline and professionalism within our organization. As leaders, it is our duty to be role models of proper behavior and honest service. And as guardians of order, we will not hesitate to discipline anyone who violates our rules,” Fajardo stressed.
Fajardo urged all commanders to ensure the immediate implementation of these directives down to the lowest level of policing across the region.
