Marcelo, a graduate of Philippine National Police Academy (PNPA) Class of 2002, was previously assigned in the PNP Special Action Force Aviation Security Group and Finance Service. He also served as chief of police in Floridablaca and the City of San Fernando. The new Pampanga top cop is known for his anti-illegal drugs advocacy and commitment to public safety. In 2002, he was conferred the Most Outstanding Kapampangan in the field of Law Enforcement.
