CAMP OLIVAS, City of San Fernando, Pampanga — The Police Regional Office 3 (PRO3) has scored another breakthrough in its campaign against fugitives following the arrest of a Korean national wanted in his country for fraud.
A report to PRO3 director Brig. Gen. Ponce Rogelio I. Peñones Jr. identified the arrested fugitive as Ha Sangmoo alias “Ha, Sangmu,” 48.
Ha, who has been classified as an “undesirable alien” and wanted by the International Police (Interpol), is facing charges for violation of Article 347(1) of the Korean Criminal Act (fraud).
Joint operatives of the Fugitive Search Unit–Bureau of Immigration (FSU-BID), Field Legal Service–Regional Intelligence Division 3 (FLS-RID3), the San Fernando City police, and the Pampanga Police Provincial Office (PPO) arrested Ha.
The arrest stemmed from an Interpol notice relayed to RID3, which led to the issuance of a mission order and preparation of a Target Intelligence Packet (TIP).
After undergoing medical examination, Ha was placed under the temporary custody of the San Fernando City police.
Peñones commended the successful operation, highlighting it as proof of the effectiveness of enhanced, intelligence-driven policing in Central Luzon.
“This operation once again demonstrates the value of accurate intelligence and strong inter-agency collaboration in bringing fugitives to justice,” Peñones said.
The official added that effort to arrest Ha aligns with the 7 Focus Agenda of acting PNP chief Lt. Gen. Jose Melencio C. Nartatez Jr., particularly in strengthening law enforcement and sustaining public trust.
Peñones said that the capture of the Korean fugitive underscores PRO3’s resolve to intensify intelligence-based operations to ensure that wanted individuals cannot escape justice while in the Philippines.
