
At least 168,000 students were denied admission to State Universities and Colleges (SUCs) because of their capacity issues, Senator Win Gatchalian flagged.
“For me, this is injustice. Gusto natin silang mag-aral. Pero kahit na pumasa sila sa entrance exam at kulang ng capacity, hindi sila makapag-aral,” said Gatchalian, chairman of the Senate Committee on Finance.
The Office of the senator analyzed the data submitted by 62 out of 115 SUCs and found that 32 (52%) exceeded their capacities. Eleven (18%) out of the 62 SUCs reached 100% of their capacity. This resulted in 168,493 students being denied enrollment despite qualifying for admission.
The Senate finance panel chief then urged the SUCs to focus on increasing academic capacities. He also asked the SUCs to submit their capital outlay requirements focused on classrooms and other academics-related needs.
“The goal here is no more displaced students. Lahat ng pumasa ng entrance exam, makakapag-aral,” Gatchalian added.
He also flagged that SUCs’ capital outlay decreased from P31 billion in 2024 to P17 billion in 2025.
