CAMP OLIVAS, Pampanga — The Bulacan Police Provincial Office (PPO) has a new officer-in-charge in the person of Police Colonel Jay B. Baybayan.
Baybayan on Monday officially took over the post from Police Colonel Angel L. Garcillano during a formal turnover rites held at Camp Alejo Santos in Malolos City.
Garcillano was appointed as Deputy Regional Director for Operations of the Police Regional Office 3 (PRO3).
The turnover ceremony was led by PRO3 Director Police Brigadier General Jess B. Mendez.
Both Baybayan and Garcillano are alumni of the Philippine National Police Academy (PNPA).
Garcillano is a member of Class “Kabalikat” 1998 while Baybayan belongs to Class “Magilas” 2000.
Before his new assignment, Baybayan served as chief of the Regional Intelligence Division of PRO3, where he played a key role in intelligence-driven operations across Central Luzon.
In his remarks, Mendez emphasized that the change in leadership highlights the organization’s commitment to continuity, stability, and effective police operations.
He expressed confidence that Baybayan will sustain ongoing programs in Bulacan, particularly in boosting intelligence capabilities, increasing police visibility, and strengthening collaboration with local government units and the community.
The leadership change signals a seamless transition in one of Central Luzon’s key provinces.
PRO3 continues to pursue the Philippine National Police’s goal of maintaining peace and order through responsive and accountable policing.
