THE Quezon Police Provincial Office (QPPO) on Thursday was conferred its hard-earned “Performance Governance System (PGS) Institutionalized Status” in recognition of its dedication, commitment and all-around performance in law enforcement activities in Quezon province.
Quezon Gov. Angelina “Doktora Helen” Tan and Police Regional Office-Calabarzon director Brig. Gen. Carlito Gaces led the ceremonial program held at the Quezon Provincial Capitol Building in Lucena City, a milestone event for the QPPO under the stewardship of Col. Ledon Monte.
Also present were all the province’ 41 chiefs of police, two Force commanders of the 39 municipalities, members of the QPPO command group and all the various stakeholders in both public and private sectors.
The program was highlighted by the conferment of “Performance Governance System (PGS) Institutionalized Status” and Silver Eagle award, which were received by Tan and Monte.
Tan congratulated the QPPO under Monte for having gone through the entire difficult process of being initiated, compliant and proficient until it has now been institutionalized for its performance governance system as a police service command in the province.
She expressed elation that Quezon has been the recipient of Silver Eagle Award and for the QPPO for having been conferred the “Institutionalized Status in Performance Governance System,”along with the provinces of Cavite and Rizal.
Tan, chairperson of the Provincial and Regional Peace and Order Councils, said the challenge now is how to sustain its status in law enforcement.
The lady governor urged all government agencies to have convergence program and help one another in law enforcement and crime prevention to totally attain peace and order in the province.
Meanwhile, Gaces recalled that the PGS was the project of former Pres. Gloria Macapagal Arroyo to address the corruption issues in the PNP, stressing that it is now the roadmap for official transformation program of the PNP and serves as a management tool to measure the performance of the police up to its top leadership.
He cited several factors for the police to attain its goal by 2030 to be highly capable, effective and credible police service: Resource management, proper personnel training and eligibility, observance of human rights and police operational procedure; and citizen respect in the community.
Gaces, who is set to retire from the police service next month, said that the PNP PGS journey is designed to make the police force efficient, responsive and deeply rooted in the values of integrity and accountability, and he is looking forward to the commitment of all PNP personnel in Quezon.
“We must strive to sustain and even surpass the expectations of PNP leadership and our constituency,” said Gaces as he thanked the governor for all the support and assistance of the provincial government and the private sectors in the realization of the conferment award to the QPPO.
Monte described the conferment as a “milestone” and a symbol of the collective efforts of all stakeholders that has been achieved through dedication, commitment and innovation of all the police personnel in Quezon.
“The institutionalization status bestowed upon us is not a mere title but our way of life. It is not the end of our journey but a more challenging task ahead of us,” Monte said.
The three officials also thanked the officers and members of Provincial Advisory Group for Police Transformation and Development headed by its chairman attorney Alberto Viscocho for working hand in hand with the QPPO in fulfilling its mission and vision.
