CAMP OLIVAS, City of San Fernando, Pampanga — Police Regional Office 3 director Brig. Gen. Jose Hidalgo Jr. instructed all unit commanders in Central Luzon to ensure that their personnel demonstrate accountability and report daily to their respective assignments.
The directive aims to eliminate corrupt practices within the police force, particularly the “lubog or 15/30 cops,” where police officers pay their superiors to avoid reporting for duty and engage in unauthorized side jobs or moonlighting activities.
Hidalgo said such actions not only compromise the integrity and effectiveness of law enforcement efforts but also erode public trust in the police.
The Central Luzon top cop said the PNP-PRO3 has a zero-tolerance policy toward “lubog or 15/30 cops.”
According to Hidalgo, those found involved in such practices or other unauthorized moonlighting activities are currently under investigation, and appropriate administrative charges are being prepared against them.
The firm stance underscores the commitment of the PNP headed by Gen. Rommel Marbil to uphold discipline and accountability within the police force.
Hidalgo also strongly encouraged all personnel to report directly to his office any knowledge of the “lubog or 15/30 cops” or other unauthorized activities that undermine the PNP.
“The cooperation of all members is crucial in maintaining the integrity and trustworthiness of the police. Additionally, unit commanders have been reminded not to provide protective security to unauthorized civilians,” Hidalgo said.
“This reminder reinforces the importance of focusing police resources and attention on legitimate and authorized law enforcement activities,” he added.
