CHARGES for alleged vote buying were filed before the Quezon City Prosecutor’s Office against QC 5th district Rep. Patrick Michael “PM” Vargas.
The cases for alleged violations of the Omnibus Election Code, particularly Section 261 (a) or vote buying, and Comelec Resolution 11104 were filed against Vargas by alias “Robert” and alias “Roland,” both residents of district 5 in Quezon City.
In a report by DZRH, the duo said they received a text message on April 7, 2025 that the Department of Social Welfare and Development (DSWD) was distributing aid through Ayuda sa Kapos ang Kita Program (AKAP) at the covered court in their village in Novaliches, Quezon City,

“Robert” said when they arrived at the covered court, they learned that they were not included in the list of those who would receive the P3,000 cash assistance because they answered incorrectly to the question whether they were “Warriors” or not.
The “Warriors” are known loyal supporters of Vargas.
The two also submitted to the court as evidence the video they captured of what they said as the actual vote buying.
The complainants clarified that no one ordered them to file a complaint against the Quezon City solon but said they only wanted to expose the rampant “vote buying” using public funds.
Meanwhile, Vargas denied the vote buying accusations, adding he has not yet received a copy of the complaint filed against him.
