CAMP VICENTE LIM, Calamba, Laguna — A police officer assigned at the Noveleta Municipal Police Station in Cavite who was accused of raping a female inmate was ordered relieved from his post.
Police Regional Office 4A (Calabarzon) director Brig. Gen. Paul Kenneth Lucas on Friday said the move underscores the regional command’s firm stand against any abuse or misconduct by members of the police force.
“We strongly condemn any form of abuse or misconduct committed by any member of the Philippine National Police. Under my leadership, PRO-Calabarzon will never tolerate any act that violates the law, especially by those sworn to enforce it,” Lucas stressed.
According to Lucas, the concerned police officer was relieved from his current post and reassigned to the Cavite Personnel Holding and Accounting Section (PHAS) effective Sept. 19, 2025 to guarantee impartiality in the ongoing investigation.
The accused cop’s issued firearm has also been surrendered for safekeeping.
“We made sure that swift and impartial action was taken the moment the report reached us,” the official said.
Lucas also confirmed that in line with the principle of command responsibility, the chief of police of Noveleta, has likewise been relieved from his post pending the result of the investigation.
“This is to ensure accountability and to maintain the integrity of the process. Commanders must always be responsible for the actions of their personnel,” he emphasized.
Lucas added that PRO-Calabarzon, in coordination with the National Police Commission 4A (Napolcom 4A), continues to conduct a thorough investigation while administrative and criminal charges have already been filed against the accused police officer.
“Every police officer must exemplify our core values of Service, Honor, and Justice. There is no room for abuse in our ranks—only a firm commitment to protect the rights of every citizen of this region and preserve the public’s trust in the PNP,” the Calabarzon top cop said.
The complaint stemmed from a 911 call made by the 34-year-old victim, who was earlier detained for a drug-related offense.
According to the victim, on the night of Sept. 3, the cop-suspect took her out of the detention cell and brought her to his quarters where he allegedly raped her.
