OPERATIVES of the Police Regional Office 3 (PRO3) on Wednesday captured in Navotas City one of the principal suspects in the killing of Bulacan Association of Barangay Captains (ABC) president Ramilito Capistrano and his driver in Malolos City on October 3, 2024.
A report to PRO3 director Brig. Gen. Ponce Rogelio I. Peñones showed that the suspect identified only as alias “Lupin” was tracked down in his hiding place in Bgy. Tangos South in Navotas City around 1:30 a.m. Wednesday.
The 35-year-old fishnet maker was arrested by the Tracker Team of the Provincial Intelligence Unit (PIU) of the Bulacan police in coordination with the Bulacan 1st Provincial Mobile Force Company and the Navotas City Police Station.
The arrest was made based on a warrant for two counts of murder issued by the Regional Trial Court Branch 11, Malolos City, Bulacan, with no bail recommended.
Authorities said “Lupin” is among the four suspects involved in the killing of Capistrano, the ABC president of Bulacan, and his driver Shedrick S. Toribio on October 3, 2024, in Bgy. Ligas, Malolos City.
The suspect had been under surveillance for more than two months prior to his arrest.
Peñones commended the operatives for their diligence and coordination in bringing a key suspect to justice.

He added that the arrest underscores PRO3’s continued efforts to protect the people, pursue peace and order, and promote professionalism, reaffirming its commitment to uphold justice and maintain peace and safety across Central Luzon.
