CAMP OLIVAS, City of San Fernando, Pampanga — The Police Regional Office 3 on Monday welcomed its new top cop following a turnover of command ceremony held in this camp.
The turnover rites, presided over by Philippine National Police chief Gen. Jose Melencio C. Nartatez Jr., formalized the assumption of Brig. Gen. Jess Mendez as the new PRO3 director, succeeding Brig. Gen. Ponce Rogelio I. Peñones Jr..
The leadership transition highlights the organization’s continued commitment to sustaining peace and order initiatives in the region while ensuring operational continuity amid evolving security challenges.
Mendez brings extensive experience in both intelligence and field operations.
Prior to his appointment, he served as senior executive assistant to the PNP chief as he played a key role in strategic coordination, policy execution, and operational supervision at the national level.
He also previously headed the Regional Intelligence Division of the National Capital Region Police Office, overseeing intelligence-driven operations in Metro Manila.
Earlier in his career, Mendez served as acting provincial director and officer-in-charge of the Nueva Ecija police, managing anti-crime campaigns and provincial law enforcement programs.
His previous assignment in Central Luzon is expected to help him quickly adapt to the region’s operational environment.
Mendez, in his assumption speech, emphasized that his leadership would be guided by integrity, courage, transparency, and accountability, aligning regional efforts with the PNP’s Focused Agenda.
He vowed to pursue firm but fair law enforcement while strengthening community trust and cooperation.
Among his priority programs are intensified operations against illegal drugs, loose firearms, and the illegal manufacture of cigarettes, as well as strengthened manhunt operations targeting wanted persons.
He also underscored the importance of internal cleansing initiatives aimed at reinforcing discipline within police ranks and promoting professionalism in the service.
Mendez assured that PRO3 will continue advancing under the banner of “Pulis Central Luzon,” delivering “Serbisyong Tapat, Mabilis, at Nararamdaman” through responsive policing and community-centered public service.
Meanwhile, outgoing regional director Peñones has been designated as acting director of the PNP Directorate for Operations, where he will oversee nationwide operational planning and implementation.
With the transition completed, PRO3 personnel reaffirmed their commitment to remain united, professional, and mission-oriented in safeguarding communities throughout Central Luzon.
